Bylaws

Article 1 - NAME

The name of this organization shall be "Sierra Sportsmen's Club and Junior Division, Inc.

Article 2 - OBJECT

The object of this organization shall be to construct, maintain, and operate the Rice Canyon Shooting Range and any other ranges deemed necessary to encourage organized rifle and pistol shooting with a view toward a better knowledge on the part of the safe handling and proper care of firearms, as well as improving marksmanship, not only with the adult members of the community, but with the youth. It shall be our further object and purpose toward the development of those characteristics of honesty, good fellowship, self-discipline, team play, and self-reliance, which are the essentials of good sportsmanship and the foundation of true patriotism.

Article 3 - MEMBERSHIP

1. Any person, regardless of age, who meets the National Rifle Association membership criteria, shall be granted membership in Sierra Sportsmen's Club upon application to the object of this organization.
2. Each adult membership or family membership is entitled to (1) vote.
3. Voting age will be 18 years old.

Article 4 - DUES

The Member's annual dues to the Club shall be:

1. Club membership shall run from January 1 thru December 31.
2. Dues will be considered delinquent aft March 1. A non-member will be charged at any shoots.
3. A member shall be considered a Junior until December 31 of the year in which they turn 18.

Article 5 - MEETINGS

1. REGULAR MEETINGS: The regular business meeting of the Club shall be held on the first Monday of each quarter (i.e. March, June, September, December). The time and place shall be set by the Executive Committee. However if the first Monday falls on a holiday, the meeting will be held the next day, the Tuesday following the first Monday. Nominations for Club officers will be made at the September meeting. New officers will be voted on and take office at the December meeting. Quorum for regular meetings shall consist of those officers and members present at the quarterly meeting.
2. SPECIAL MEETINGS: A special meeting of the Club may be held at any time upon the call of the Executive Committee or upon demanding in writing, stating the object of the proposed meeting and signed by not less than 20% of the members entitled to vote. Notice of the time, place and object of any special meeting shall be given to all officers and members in good standing, in writing by United States mail, postmarked not less than (7) seven days prior to the date fixed for the holding of the meeting.
3. QUORUM: A quorum shall consist of at least (3) three Executive Committee officers and (5) five members who do not hold an elected office. Any issue requiring a vote of the membership shall not pass without the approval of a majority of the voting membership present. No one person may hold more than (1) voting position.
4. EXECUTIVE COMMITTEE MEETINGS: Meetings of the Executive Committee shall be held regularly at such time ane place as the committe may determine. Special meetings of the Executive Committee may be held at any time on the call of the President or on demand, in writing to the Secretary, by three members of the Executive Committee.
5. EXECUTIVE COMMITTEE MEETINGS QUORUM: Four members of the execuitve Committee shall consitute a quorum for Executive Committee matters.
6. RULES: The meetings of this organization shall be conducted according to Roberts Rules of Order.

Article 6 - OFFICERS

1. The officers of the Club shall be President, Vice-President, Secretary, Treasurer (The officers of Secretary and Treasure may be Combined), Chief Instructor, Paiute Creek Renegades (PCR) Officer, Clay Dusters Officer, Lassen Regulators Officers, Range Coordinator, Armorer Officer and a Public Relations Officer or Officers, who acting together shall constitute the Executive Committee. They shall be elected by a majority vote by secret ballot of the members in good standing present at the December meeting of the Club, except for the PCR, LR, and Clay Dusters officers who shall be selected by the members in good standing within those contingents of the Sierra Sportsmen's Club. The Sierra Sportsmen's Club Secretary shall be notified in writing by that contingent of their officer selection. Nominations will be accepted at the regular September meeting by the Executive Committee and the general membership present. Members unable to attend the meeting may submit nominations in writing to the Secretary. These nominations must be recived prior to the meeting at which nominations are discussed. Members who are unable to attend the December meeting may request an absentee ballot in writing from the Secretary not later than (30) thirty days prior to the December meeting. The Secretary will mail absentee ballots to those members requesting them not less than (15) fifteen days prior to the December meeting. The absentee ballot must be recieve no later than the date and time of the December meeting. The absentee ballots will be counted with those cast at the December meeting. Officers shall hold office for one year or until their successor is elected.
2. The Executive Committee shall have general supervision and control of all the activities of the Club.
3. Resignation of any officer may be accepted by a majority vote of the remaining membbers of the Executive Committee.
4. A vacancy in the Executive Committee may be temporarily filled by a majority vote of the remaining members of the Executive Committee. At the next regular meeting the vacancy will be announced. The election will be held at the following regular meeting. Members will be notified of the names nominated and the election will be held to fill the unexpired term of office. However, if more than on vacancy exists, a special meeting of the the Club shall be called and new officers hall be elected to fill the vacancies until the date of the next December meeting as provided in paragraph (a) above.

Article 7 - DUTIES OF OFFICERS

1. PRESIDENT: The President shall preside at all meetings of the Club and of the Executive Committee. The President shall be a member ex-officio of all regular and special committees, and shall preform all such other duties such as usually pertain to the office.
2. VICE-PRESIDENT: The Vice-President shall perform the duties of the President in their absence or at the President's request.
3. SECRETARY: The secetary shall conduct all official correspondence and notify all members of special meetings as required in Article 5. The Secretary shall keeep a true record of all meetings of the Executive Committee and the Club. The Secretary shall have custody of the books and papers of the Club, except for the Treasurer's books of account. All applications for membership in the Club shall be made to the Secretary.
4. TREASURER: The Treasurer shall have charge of all fees dues and funds of the Club, except monies collected by the contingents noted in Article 6 and later in Article 7. Those contingents will provide the Treasurer with at least a year ending report on monies received and dispensed, or upon request by the Treasurer or Executive Committee. The Treasurer shall place said monies in such bank or banks as may be approved by the Executive Committee. The Treasurer shall keep an accurate account of all transactions and render a detailed report with vouchers at any meeting of the Executive Committee when requested and an annual report to the organization at its December meeeting. Funds shall only be withdrawn by check signed by the Treasurer and one other officer including the President, Vice-President or Secretary. Checks can only be drawn for payment of such bills as such have been approved by the Executive committee, or voted upon and approved at a regular meeting in accordance with Club Guidelines. The Treasurer shall be responsible for affiliating the Club annually with NRA and the CRPA by paying the billing for annual renewal. The Treasurer will also bill the Lassen Community College and the Highway Patrol and any future user of the range that have entered into a user agreement with the Club range.
5. CHIEF INSTRUCTOR: The Chief Instructor shall have charge of all arms instruction with authority to appoint their assistant. The Chief Instructor shall arrange competitions or assist other organizations within the Club and be responsible for the proper prepartation and forwarding of all reports required of the club by NRA and by the Civilian Marksmanship Program.
6. PAIUTE CREEK RENEGADES OFFICER (P.C.R.): The P.C.R. Officer shall act as the formal representative of the Paiute Creek Renegades on the Executive Committee and shall have full voting status on all maters. The P.C.R. Officer will also represent the Executive Committee at all Paiute Creek Renegades meetings.
7. LASSEN REGULATORS (L.R.): The L.R. Officer shall act as the formal representative of the Lassen Regulators on the Executive Committee and shall have full voting status on all matters. The L.R. Officer will also represent the Executive Committe at all Lassen Regulator Meetings.
8. RANGE COORDINATOR: The Range Cooridinator shall be responsible for developing and managing the Range Master Plan, and leading the annual range cleanups.
9. PUBLIC RELATIONS OFFICER(S): The Public Relations Officer (or officers) will be responsible for all public relations and advertising for the club including posting upcoming meeting announcements in the newspaper and the radio. The Public Relations Officer is responsible for recruiting new members.
10. CLAY DUSTERS OFFICER: The Clay Dusters Officer shall act as the formal representative of the Clay Dusters on the Executive Committee and shall have full voting status on all matters. The Clay Dusters Officers will also represent the Executive Committee at all Clay Duster activities. The Clay Dusters Officer shall provide the Treasurer with the cash amount needed to purchase an annual supply of clays so that the Treasurer can write a check to the vendor.
11. ARMORER OFFICER: The Armorer Officer shall be responsible for the safekeeping, issuance and maintencance of club owned firearms and ammunition. The Armorer will report annually on the condition, nomber of firearms and the amount of ammo in the Club's possession at the December's quaarterly meeting.

No officer shall incur a debt against the Club in excess of $500.00 per quarter without approval of the Executive Committed. Major expenditures in excess of $500.00 shall be approved by vote of the general Membership as set forth in article 5. The President or Treasurer can pay the annual premium for range equipment insurance with their personal credit card. A repayment check from the Club treasury shall be provided to the payee immediately.

Any shooting faction may request from the membership to form a discipline and have an officer act as a formal representative to the Executive Committee.

Article 8 - SUSPENSION OR EXPULSION

1. Any officer may be removed by (2⁄3) two-thirds vote of the members in good standing present at any special meeting called for this purpose. No vote on suspension or removal may be taken unless at least (15) fifteen days notice in wrtiting shall have been given to the officer of the reasons of his⁄her removal and of the time and place of the special meeting at which such ballot of his⁄her removal is to be taken. At such special meeting, the officer shall be given a full hearing.
2. Any member may be suspended or expelled from the Club for any cause deemed sufficient by a (2⁄3) two-thirds affirmative vote of the members of the Club present at any regular or special meeting. No vote on suspension or expulsion may be taken unless at least (15) fifteen days notice in writing shall have given to the member of the charges preferred and of the time and place of the meeting of the membership at which such charges will be considered. At such meeting the member under charges will be accorded a full hearing.
3. Any member in good standing my prefer charges against any officer or member. They shall be in writing clearly stating the facts relied upon and accompanied by all affidavits or exhibits, which are to be used in their support. Such charges shall be filed with the Secretary who will imediately notify the President. The Secretary will give at least (15) fifteen days notice of the meeting to each member of the Club, the accuser and the accused along with the charges with any supporting affidavits and exhibits.
4. Any member suspended or expelled may appeal to full membership of the Club within (60) sixty days. Such appeal shall be made in writing to the Secretary who will notify the President. The President will call a special meeting of the Club for the purpose of acting on the appeal. The Secretary Shall give at least (15) fifteen days notice in writing (via email, or USPS) to all members of the Club in good standing stating the date, time, place and reason for such special meeeting. A full hearing will be given the accuser and accused. A Vote will be taken by secret ballot of the membership in good standing present and a (2⁄3) two-thirds vote shall be required to confirm the action of the membership.
5. Any officer or member of the Club who has been suspended or expelled by the National Rifle Association of America or other recognized sanctioning bodies, shall automatically stand suspended or expelled from this Club immediately upon receipt of official notice by the Secretary of this Club from the Secretary of the National Rifle Association of America or other recognized sanctioning bodies or associations.

Article 9 - MATCH RULES

All formal rifle competitions held by the club will be governed by the rules and regulations laid down by the NRA, approved by the Civilian Marksman Program, or other recognized bodies and associations. The Club shall hold other such formal competitions as deembed desirable and appropriate with the approval of the general membership. For safety reasons, the Rifle Range is closed during scheduled Trap, Skeet, Five Stand and other special or scheduled shotgun events. The Shotgun Range is closed during scheduled Rifle Range events.

Article 10 - AMENDMENTS

Any member of the Club at any regular meeting or special meeting called for this purpose may introduce any proposed amendments or amendment changes to these by-laws. Proposed amendments or amendment changes must be acted upon by the Club membership at a regular or special meeting called for the purpose. A copy of the propsed amendment or amendment changes will be posted on the website at least ten days prior to the meeting. A majority vote of the members present will be necessary to pass any amendment or amendment changes.

Article 11 - RESPONSIBILITIES

Each member shall be considered to be available and willing to perform such duties as are within the scope of their capabilities in furthering the goals of this Club. Members of the Executive Committee or the chairman of the various other committees shall be authorized to call on any member at any time for assistance. Repeated refusal of a member to contribute their fair share of this responsibility shall be grounds for suspension or expulsion in accordancee with Article 8 of these Bylaws.

Article 12 - COMMITIEES

The President and⁄or Executive Committee shall establish committees as required to accomplish the goals of the Club. These Committees shall have authority to carry out their duties and to elect their own chairman.

These Bylaws have been amended and approved by a majority of the members present at the general meeting held on December 12, 2022.

Re: Commercial use of the Rice Canyon Range

Dear Members:

At the June 9, 2014 regular meeting of the Sierra Sportsmen's and Junior Div., Inc., it was voted and approved that Concealed Carry Weapons (CCW) live fire tests would be allowed as long as all participants were current club members.

At the September 8, 2014 regular meeting, a review of the lease agreement between Lassen County, The Bureau of Land Management and the Sierra Sportsmen's and Junior Div., Inc. by the Lassen County Council was presented. It was the Council’s opinion that any commercial activities at the Rice Canyon Range would be considered a violation of the lease agreement (See attached opinion). After discussion, a motion was made and passed by the Club that no commercial activities will be allowed at the Rice Canyon Range. This includes, but is not limited to, CCW testing and training.

Thank you for your patience during this process and we hope this resolves any further questions and uncertainties about what the policy is, in this matter.

Range Rules

1. This is a cold Range. No loaded firearms except at firing line.
2. No steel jacket or steel core bullets on range. If you are not sure don't use it or check with magnet.
3. Keep barrel pointed down range or in safe direction. Keep action open.
4. The rifle range is closed to all rifle shooting during any use of the Shotgun Range and vice verse.
5. Eye and ear protection is required for all.
6. Bring your own target stands and targets. Please take your garbage with you.
7. Clean up your spent cases. Brass can be put in red brass barrel.
8. No alcohol is allowed on range during shoot hours.
9. Do not use any type of jacketed bullets on Cowboy box action targets.
10. If you smoke, do it in a safe place like the parking lot.
11. Improvements on this range are financed by grants from Friends of the N.R.A. please keep it clean and safe.

NRA Safety Rules

The fundamental NRA rules for safe gun handling are:

1. ALWAYS keep the gun pointed in a safe direction.

This is the primary rule of gun safety. A safe direction means that the gun is pointed so that even if it were to go off it would not cause injury or damage. The key to this rule is to control where the muzzle or front end of the barrel is pointed at all times. Common sense dictates the safest direction, depending on different circumstances.

2. ALWAYS keep your finger off the trigger until ready to shoot.

When holding a gun, rest your finger on the trigger guard or along the side of the gun. Until you are actually ready to fire, do not touch the trigger.

3. ALWAYS keep the gun unloaded until ready to use.

Whenever you pick up a gun, immediately engage the safety device if possible, and, if the gun has a magazine, remove it before opening the action and looking into the chamber(s) which should be clear of ammunition. If you do not know how to open the action or inspect the chamber(s), leave the gun alone and get help from someone who does.
